The Mayor of a small town is lynched for his abuses of power. The Governor decides to name Juan Vargas, charged with tacking out the town’s trash and a former militant member of the P.R.I., as successor.
Vargas tries to do his job with the best of intentions until he discovers the perks of power and corruption. Little by little he becomes a tyrant who is capable of anything in order to stay in his post forever and ever.
El alcalde de un pequeño pueblo es linchado por sus abusos de poder. El Gobernador decide nombrar a Juan Vargas, encargado de un basurero y antiguo militante del P.R.I., como sucesor.
Vargas trata de hacer su trabajo con las mejores intenciones hasta que descubre las delicias del poder y la corrupción. Poco a poco se transforma en un tirano que es capaz de todo para quedarse en su puesto por siempre y para siempre.
